Oil Targets

<HTML>I am unconvinced that U-boat commanders were afraid of Texas coastal oil refinery targets because of potential subsequent blackouts.

I would have immediately hit such prime targets at the outset, had it been up to me (and I\'m American, speaking strategically).

So, why didn\'t they???
