free surfaces in aft bilges?

Can someone help me understand the significance of "free surfaces in aft bilges"?
From the U 35 KTB:
"... wird ungefähr 35° achterlastig (freie Oberflächen in den achteren Bilgen) und schießt nach oben."
which I translate as:
"... becomes aft-heavy [bows up] at an angle of approximately 35° (free surfaces in the aft bilges) and shoots upwards."
Could also be "bilge tanks" instead of "bilges".
