Much have been said about Grand Adm Raeder in the past.
Raeder was one of those high ranked naval officers who were from
the old imperial German navy, and did not wanted the Nazi salute
inforced onto his men in the Kriegsmarine at that time.
Raeder was the Commander-in-Chief of the German Navy in 1933,
he was the driving force behind the Navy's expansion under Hitler.
He was rather untouchable at that time from the Gestapo or the SS.
After the Battle of Britain, Raeder persuaded Hitler to drop his plans
for an invasion on Britain. Raeder's relationship with Hitler was not an
easy one, both men did not really see eye to eye on each other.
He also (Raeder) did not agree with the invasion on Russia in 1941
as he knew then, that Germany will loss the war under Hitler.
In January 1943, the stain between him & Hitler proved too much for
Raeder and he resigned his rank to Hitler, and Donitz then took over
his replacement.
