Stalin had serious fears, that the Allies will create new German army for aggression against USSR. This was contributed by the frankly hostile relation of the Doenitz to USSR. For this reason the Stalin tried to hold back in ñaptivity generals, officers and people which could influence a situation. Probably wife of Raeder was considered as such person. After creation of a A-bomb in USSR these fears were appreciably moderated and many Germans could return home.
The historical events should be valued from the point of view of that time when they happened instead today point of view. In 1947 in the famous speech in Fulton, Churchill spoke, that we should understand aspiration USSR to secure western borders. Try to look at a situation if not by eyes of Stalin, then Churchill.
I regret, that memories of the Grossadmiral Raeder are unsufficiently detailed and full.
