I am not certain when Milag was liberated but I think it was in April 1945 (perhaps someone here knows the exact date) and Rogge was in Copenhagen in May to surrender the Prinz Eugen along with her captain (Reinicke). Interestingly enough HMS Devonshire was one of the warships that arrived to take control of Prinz Eugen. Devonshire had earlier sunk Atlantis. U-126 rescued Rogge and the other survivors including her own commander Ernst Bauer who was aboard Atlantis while U-126 was being refueled when Devonshire sank her.
Rogge was a hero in Germany and not the kind of officer to be wasted on a POW camp and especially not as second in command. I also just found a web site that lists a Korvetten-Kapitan Kogge as second in command (http://webhome.idirect.com/~kettles/uncle/powtest.htm). I suspect (but do not know) it is correct and the site that lists Rogge as second in command is incorrect. Same for the information you have. If there was a Rogge there I can find no evidence that it was Bernhard Rogge of Atlantis fame and of course I have no idea if it was a relative.
Also a number of the POWs in Milag were sent there by Rogge as a result of Atlantis sinking their ships and taking them captive.
Rogge did treat his prisoners very well on Atlantis. He was one of those rare men that gained the respect of almost everybody who met him, friend and foe alike.
