As kpp pointed out the Captain W. Rogge mentioned in the newspaper article was Korvkpt. Walter Rogge, born 5 March 1897 (Bernhard Rogge was born 4 November, 1899), Crew 1915. He was Lagerkommandant of Lager Westertimke not Bernhard Rogge. That should answer the question completely. The newspaper article you mention is correct – the man that surrendered Milag was Walter Rogge not Bernhard Rogge.
Bernhard Rogge was only 15 when he joined the German navy. He had already been at Gymnasium though and he passed all of the tests. His grandfather was a Lutheran Scholar who had written many books and had considerable influence in Germany at the time although I don’t know if that had anything to do with him getting in the navy at that age. Judging from his performance in the navy I doubt it had anything to do with it. He was obviously capable of making it on his own.
Also Bernhard Rogge was serving on the Pillau when WWI ended and she wasn't one of the ships scuttled at Scapa Flow. The as far as I can tell the men interned by the British for scuttling their ships at Scapa Flow were not released until Jan 1, 1920. Bernhard Rogge resigned from the navy (even though he was one of the very few who had been selected to stay in the navy) on November 13th, 1919 for a brief tour with the German merchant marine and re-joined September 20, 1920. His promotion to Oberleutnant-zer-Zee was backdated to Jan 1, 1920.
