I've no idea really what the legal position in Germany would have been on this, different countries have different frameworks for defamation law. I was only basing my suggestion that he would have had a case ( had he chosen to pursue it) under English Law, which obviously is not the jurisdiction involved here, because a very similar case arose last century concerning the wife of one of Rasputin's assassins. A film was made, fictionalising the events, but which was fairly clearly using real and recognisable characters, although just as in Das Boot names etc had been changed. Irina Yussupova claimed the conduct of one of the characters thereby impugned her honour by inference, and she received huge damages for the time. I don't think that the fact the medium is at one remove from the original book would affect the claim - Given that this was well known to be based on true events, and heavily promoted as such, Petersen had the same legal obligations to the reputations of the original crew as Buchheim.
I very much hope Hans Johannsen is still with us, and that his lack of public reaction was due to the fact that as you say the portrayal of 'Johann' in the round was sympathetic, a dedicated and courageous man who overcomes his fear and 'atones' for his breakdown. It is made clear too that the rest of the crew are shaken by his loss of control, but do not judge him. They understand what nine patrols must do to an individual's nerves too well.
