I checked with my 83-year old submate today about the radar question.
He was at Pearl Harbor during the attack.

He states that there were some sub commanders who felt that way
early in the Battle of the Pacific, but that's because they were never properly informed. Remember that radar was a "new kid on the block" then, and a little knowledge about radar's capabilities is dangerous. Some of these commanders were not "daring" enough and were soon replaced by a "new breed" of younger commanders.
