Hi M,
By tonnage the largest Uboats built in WW2 were the Type IXD2 of approx 2100ts submerged displacement. Another was 'La Martinique' started by the French and completed by the Germans. She had abt the same displacement. Her fate is still a mystery today. She was last seen in Danzig and Stettin late in '44.
In WW1 several larger U-Cruisers were built:
2 Proj.46 and 46a at abt 2500 resp. 2800 submerged displ. Do not know how many of those were actually finished by 1918.
