A salinity layer is properly a "halocline," as a temmperature layer is a "thermocline." So much for big words.
Yes, a strong layer can cause a neutrally buoyant object to slow (or even stop) its vertical movement. In your case though, it may have been a combination of effects, glacial melt fresh water vs. ocean water.
Of the two, the thermocline was probably most pronounced.
