I think the "Brennan torpedo" is generally recognized as being the first practicable guided torpedo (and weaponsystem)? Developed by Louis Brennan in the 1880-90's and used by the british from shore-installations (fortresses) along the Uk coast as well as Hong Kong and Malta.
