Coming to surface for air is still a trouble for modern diesel electric submarines.
For that reason Germany and Italy are developing a new type of submarine -type U 212A- which could run underwater for relatively long periods at low speed, using fuel cells to produce energy.
It seems it will be the state of the art in non nuclear subs.
