I'm sure that there were times when the CO was not present on the bridge, and the first watch officer took the boat down in his stead, and was the last man to leave it. The U.S Navy had an OOD (Officer-of-the-Deck) on the bridge, who became the Diving Officer at the diving stand when he left the bridge. The Chief-of-the Watch controlled the dive until he arrived on the scene.
