I have to disagree with that. In the movie, when the boat is running silent, he whispers out his orders, during a depth charge attack though, he has to shout so that his orders can be heard. Keep in mind that during a depth charge attack the sound is deafening, especially inside the boat, plus the surfice unit can not hear you, even if you use a loudspeaker 'cause of the echoing of the depth charges blast. Even nowadays with all the technology in listening devises, after an underwater explosion, for some time the only think you pick up is the echo of that explosion.
Logically he had to shout :-)
