While I am bound to agree with you that Der Alte knew his history as well as any German naval officer of the time, he used this expression not to mean a disorganised, unsactioned enterprise of young people, but to highlight the extreme youth of the crew, as is clear from his remark about 'einlaufende' and 'auslaufende' boats, because the great difference lies in their beards, making them look older. You have to remember the whole passage about the English being ashamed to see that they were threatened by a bunch of 'Milchgesichter'.
It's all about youth and its pointless sacrifice to the Moloch of war. As you so aptly remark, it's good to understand the source language of any document.
