Isn´t it true that due to more tension in the water at the surface, drag is much stronger than when submerged? I think this is why modern nuclear subs travel faster in the dephts than on the surface.
German subs at the time may not have been as streamlined as modern subs but I doubt that the diffrence was that much. There was probably some way to add the power of the electric motor to the diesel´s.
But then again, why did the U-boats not travel faster with the schorkel?
