The flag is that of one of the biggest Finnish breweries, which acted as a sponsor.
It was opened to the public in late 1994 or early 1995, I think, the opening was delayed because it had to be throughly checked for any residual radiation. I'm pretty sure it was April 1995 when I visited it. Unfortunately at that time I didn't know much about submarines and didn't know where to pay attention. I do remember thinking that it was rather large for a sub but small for the crew and that all the electronic gear looked pretty antiquated.
At that time it wasn't used as a restaurant yet. The owner came up with that idea when it became obvious that it wasn't worth keeping with the profit from regular ticket sales. The whole 90s was a time when everything Soviet military-related was capitalized after the fall of the Soviet Union. In 1994 it could've been a bigger hit
but it was a bit too late, the trend was almost over by that time, in '96 or '97. As a result the owner didn't see any point in keeping it and sold it to Canada. After that its history is documented better.
I found another old page from 1997 where its services as a restaurant were promoted. (Scroll to the bottom)

Yeah, the "U-484" designation is clearly conjectural and obviously based on the German naming tradition, not Russian.. I still don't know how it came about.
