Why Doenitz?

Following my inquiry on Kptlt. Lothar von Arnauld de la Periere, now something more interesting comes up.
When Doenitz, as the commander of the cruiser Emden, returned in July 1935 in Wilhelmshaven, Generaladmiral Raeder gave him the order to build up the German U-boat fleet.
Now my question is: Why did the Naval High Command (or Raeder) chose Doenitz rather than some WWI aces like Kptlt. Lothar von Arnauld de la Periere (and I think there ought to be some other aces who still served in the Navy at that time) to rebuild the Ubootwaffe, considering the fact that Doenitz was not even a distinguished ace in WWI? Though Kptlt.von Arnauld served in the Turkish Navy in the 1930\'s, couldn¡¯t they recall him to take this responsibility? What had led to the appointment of Doenitz to rebuild the Ubootwaffe? Was it because Raeder thought highly of him or because of his achievements in the Reichsmarine or any other reasons?
