<HTML>Excellent point. For a postwar assessment, U-boats were Germany\'s most important naval weapon of WWII. However, looking into the future from the years 1935 or 1938, that that would be the case is anything but clear. Germany was assigning an extremely high priority to naval construction, including building eight large battleships, several aircraft carriers, new cruisers, and the like. By comparison, being in charge of U-boat rearmament could easily be perceived as a \"side rail.\" Of course, the war came earlier than envisioned by the Kriegsmarine, which drastically changed their plans. Doenitz, in some sense, was the person in the right spot at the right time to be promoted. In that sense, one could compare him to Rommel.</HTML>
