just a clarification of what I said:
it is not a reproach when I say that Dönitz asked for the 300 boats only on August 28,1939.
There was no reason to do it earlier, because England and Germany signed the Fleet agreement in 1935, and each side respected that.
And even after the notice of this agreement by Germany on April 26, 1939, AH permanently stated that he would not let bring the situation to a war with England.
So Dönitz had no reasons to ask for a stronger U-Boot weapon.
